The use of this image is available via a free military wiki. Additional, this is similar to a series of photos staged and taken by my father, E-4 Donald Edwards who was the official signal corps photographer assigned to Lt. General Hart as Commander of the Army Air Defense Command. According to him, this is a press photo that was commonly used. As a U.S. Government press photo is likely a public domain photograph.
