- The image is needed to illustrate Tibetan governor and politician Ngawang Jigme during his career
- The image was released for promotional purposes in the Chinese media and is believed not to affect the copyright holder in any way
- As of 2007 Ngawang Jigme is 97 years old and a replaceable image is not practical - an image is needed to identify him as a governor in which he is now retired.
- It significantly contributes to the quality of the article and is needed for educational purposes in an encyclopedia entry.
