The photo, indeed is mine (User:NVO). The building was completed in 1931 and I presume nobody in same will not claim exclusive copyright in the U.S. However, the thing is prohibited on Commons because the architect, Ivan Nikolaev, died in 1979. If necessary (it's low res) it may be rebadged as fair use. |
