Charles Hanlon never ran for Federal office, so it is unlikely that any U.S. government/public domain images exist. No reason to believe freely licensed photos exist either. Finding this image at all presented a challenge. (no free images online [1])

The image was published without attribution accompanying an Associated Press story, suggesting that the AP had reason to believe whoever the owner had no interest in commercial gain through its use. It is a low quality, newsprint version of a photograph to begin with. It is difficult to imagine what commercial use it could be put to, and even more difficult to imagine how publication on Wikipedia could interfere.
