Though the picture is subject to copyright I (Ultra JG) feel it is covered by the U.S. fair use laws because:

• it is a low resolution still of a television episode;
• it does not limit the copyright owner's rights to sell the episode in any way;
• it illustrates the character in question, comparing his appearance in the cartoon to his appearance in the comic book, and aids commentary on the character.
• The copyright is held by DC Comics.
