Given the huge numbers of similarities of pose and clothing, it is hard not to believe that it wasn't based on this photo. One difference is that the figures are much taller and thinner in the painting. This could be due to distortions in copying the photo, or deliberate distortion of the painting to make heros appear taller and thinner than they are in real life.
