Stanley Milgram is deceased, and has been deceased for 35 years. The possibility of a creative commons-licensed photograph surfacing in the near future is very unlikely. Dr. Milgram also lived in that intervening period of time where it will be decades before photographs of him as a professor (in the period of time when most of his experiments were conducted) fall into the public domain. The Milgram estate has been reticent to distribute any photographs of him for non-commercial use, and thus this particular photo has spread far and wide to many many different websites across the internet. This is the most widely distributed photograph and also the one for which no copyright claim has ever been asserted or appears to be enforced readily.
Minimal use (WP:NFCC#3) This photo will only be used at the heading of the Stanley Milgram biographical article and nowhere else. It helps identify the subject of the article and give needed context to the information displayed in the article itself. It will be suitably small and a thumbnail size (175px) to minimize its presentation on the public-facing article to further limit use.
