The information and photographs on this website would strongly support the view that it was taken pre-1955. There is a motorcycle track evident in the shot. The link below asserts that a concrete track was scrapped in 1929 and replaced with a dirt track. The dirt track was closed in 1955 after the death of eleven riders.

Confirmed to have been taken in 1937 by Sam Hood per matching image at the State Library of New South Wales. Meets PD Australia.
