This image is presumed to be Fair Use as there are no free versions available to replace it and it is used solely to illustrate the card in the Tren Urbano article. Displaying a scan of the card in no way infringes on the sale of the cards. Because the value of the card lies in a magnetic strip, the image is not useful for fraud or counterfeiting.

This rationale is the same as that used for the MetroCard.png image, which fulfills a similar purpose.
