English: Gen. Vincent K. Brooks, Commanding General of U.S. Army Pacific tours the practical field exchange (PFE) area with Gen. Xu Fenlin, commanding general of the People’s Liberation Army (PLA) Guangzhou Military Region during the 2015 Pacific Resilience Disaster Management Exchange (DME) on Jan. 18 at Macun Barrack in Haikou, Hainan Province, People’s Republic of China. The DME is designed to maximize hands-on, side-by-side interaction with the PLA on Humanitarian Assistance (HA) and Disaster Relief (DR) operations. This is the 10th iteration of the DME, an annual USARPAC Security Cooperation Event with the PLA. This long-established exchange underscores the commitment of both the U.S. and the PRC to a comprehensive and strong military-to-military relationship in order to address security cooperation and HA/DR challenges across the region (U.S. Army photo by Maj.
