The title, in Romanian, is: În loc de un plan cincinal, cinci planuri anuale ("Rather than a Five-year Plan, Five Yearly Plans"). Pictured is Tito "the Butcher", the rebellious Yugoslav dictator, wearing a Nazi-style armband with the dollar symbol (alleged US financing). The symbol is replicated over the five "plans" he is holding up. The sheets are marked in red, with German headlines: Aggressionsplan gegen die Sowjetunion ("Plan of Aggression against the Soviet Union"); Aggressionsplan gegen die Albanische V.R. ("... Albanian People's Republic"); Aggressionsplan gegen die V.R. Bulgarien ("... Bulgarian People's Republic"); Aggressionsplan gegen die Ungarische V.R. ("...
