Fair use?

I notice that this image has been made by Dragases. It's actually a better quality rendition than the one on the Dept Defence website. Why does it need a fair use rationale? This image is not of a low quality. Can anyone explain this? Ozdaren (talk) 07:27, 7 August 2010 (UTC)[reply]
