This is by far the dumbest graph I've seen on wikipedia. How do you give a drug a "harm" rating? Can someone change this to something that actually makes sense?

Its done by number of casualtiey, which would obviously put Alcohol on top since the government is having a push on Drunk Driving. Im sure a lot of car crashes happen naturally, and are called drunk driving.
