Replaceable fair use

If this file can be converted to a free license, then that's fine. However, I'm not sure if [e.southdublinlibraries.ie/licence.txt the license] found on the source webpage. That license seems to apply to content found on the website created by "Sout Dublin Country Libraries". The statement at the bottom of the "view license" page says "South Dublin Libraries do not hold the reproduction rights to this image. If you wish to copy or reproduce this image, please contact the copyright owner directly". This implies that they do not hold the copyright on the images they are hosting, which means Wikipedia cannot just accept it a freely licensed image without permission from the copyright holder. Moreover a free license for Wikipedia purposes must allow commnercial use so a "Attribution-NonCommercial-ShareAlike 1.0" is not acceptable anyway as shown in c:COM:CAL#Common license conditions and explained in the beginning of WP:NFC.

As for non-free use, the fact that Joyce does not own a camera herself is not really relevant, simply because it is generally the photographer, not the subject, who holds the copyright of the image, and this does not automatically preclude that a freely licensed image could not be created by someone other than Joyce herself. Neither is wanting to show her a particular stage of her career, since her notability seems to primarily be derived from her anthropological fieldwork, etc. and not parituclary her personal appearance. -- Marchjuly (talk) 02:47, 12 May 2017 (UTC)[reply]
