Brythones, doesn't this come under the Exemptions part of the Open Government License?

This licence does not cover...departmental or public sector organisation logos, crests and the Royal Arms except where they form an integral part of a document or dataset

Apparently it does but it comes under non-free logo regardless:

As well, it is known that the representation of this symbol is either copyrighted by the holder of the symbol or is not available under a free licence. to illustrate the symbol in question
on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation,
