This image looks like it's been manipulated - the Shogun's head is very oddly larger than the body it's on, and its position on the body looks odd. Therefore, I believe the caption should be changed. This may either be an official image intended to depict the Shogun as willing to accept some Western ideas (as did portions of the Tokugawa army) or it might be the work of an anonymous photographer (Western or Japanese). In any case, it should not be promoted as an image taken from life.
