Usually it is a good idea to cite the source of an image that you upload. A picture of a government building is not necessarily public domain. In this situation, it appears that you've taken an image you found on the net probably at iphotocentral and called it public domain. The image you uploaded says:"Fort Sheridan", negative number, "53890", and "Copyright 1898 by Detroit Photographic Co." That doesn't sound like PD-US GOV to me. It's probably PD because it's so old or because the original photographer has been dead for more that 70 years. I'm not a copyright lawyer, so I don't know which it would be. It does appear that copyright is not held by the US government as you cite on this page. I'm sure your edit summary will call me names again, but if you would have sourced this right in the first place I would have said nothing about it.
