Gilmer Neely Capps (born January 18, 1932) is an American former politician in the state of Oklahoma.

Capps is a farmer/rancher and alumnus of Oklahoma State University. He was elected to the Oklahoma State Senate in 1969 for the 26th district and served until 2007.[1] Capps was married to Wanda Lou Miller from 1951 until her death in December 2007.[2]
