Gmina Milicz is an urban-rural gmina (administrative district) in Milicz County, Lower Silesian Voivodeship, in south-western Poland. Its seat is the town of Milicz, which lies approximately 49 kilometres (30 mi) north of the regional capital Wrocław.

The gmina covers an area of 435.61 square kilometres (168.2 sq mi), and as of 2006 its total population is 24,254 (of which the population of Milicz is 12,004, and the population of the rural part of the gmina is 12,250).

Gmina Milicz is bordered by the town of Sulmierzyce and the gminas of Cieszków, Jutrosin, Krośnice, Odolanów, Pakosław, Rawicz, Sośnie, Trzebnica, Zawonia, Zduny and Żmigród.
