The Highway Revenue Act of 1982 (P.L. 97-424), January 6, 1983, temporarily increased the United States gasoline excise tax from 4 cents to 9 cents through September 30, 1988.

This tax act was passed during a time of recession, to fund the Surface Transportation Assistance Act highway improvements and public transit improvements.
