Summary

Description
English: The original description was "Obsolete Katakana yi, proposed in early Meiji." However, this explanation is somehow wrong. It's not an rotated "イ", either, but the left part of "以". See ja:五十音 for the details.
日本語: 明治初期に用いられた片仮名のヤ行イ。
