Elections for Ipswich Borough Council were held on 6 May 1999. One third of the council was up for election and the Labour party kept overall control of the council.
This was the first time that the Liberal-Democrats won a seat in the St Margarets ward. Inga Lockington gained one of the ward's 3 seats from the Conservatives. She has held it ever since. The ward had been solidly Conservative for a century.
After the election, the composition of the council was
- Labour 37
- Conservative 10
- Liberal Democrat 1
