Janice Brown is a former superintendent of Kalamazoo Public Schools, in Kalamazoo, Michigan. Brown developed the Kalamazoo Promise, a program funded by anonymous donors that provides a scholarship of up to 100% of tuition for state colleges and universities for the school district's graduates. The program is credited with rising housing prices, commerce, population, economy, and school quality in the city.[citation needed]
