James W.E. "Jim" Bartley was an English professional footballer of the 1920s. Born in Bilston, Staffordshire, he joined Gillingham from Bilston United in 1926 and went on to make 25 appearances for the club in the Football League. He left to join Canterbury Waverley in 1930.[1][2]
