José Carlos Barbosa (born October 26, 1964), professionally known as Barbosinha, is a Brazilian politician, affiliated with the Progressive Party, was elected vice-governor of Mato Grosso do Sul in 2022, with governor Eduardo Riedel. He started his career at the age of 13, in 1977, he worked as a banker and studied Law at the Unigran College of Brazil, in Dourados (Mato Grosso do Sul).

In 1989 he became mayor of Angélica[1], at the age of 23, In 2007 took over SANESUL - Mato Grosso do Sul Sanitation Company[2], In 2012 he was elected president of AESBE - Brazilian Association of State Sanitation Companies, In 2014 he was elected state deputy in Mato Grosso do Sul, In 2016 he was secretary at SEJUSP - Secretary of State of Justice and Public Security[3], In 2019 he was elected for the second term of state deputy in Mato Grosso do Sul[4].

Carrer

Soon after, Barbosinha moved to Dourados where he worked as a banker and studied law at the former Socigran. Back in Angélica, he became municipal mayor between 1989 and 1992, considered to this day one of the best administrators in the city. In 1993, married to the doctor Maristela de Castro Menezes, he returned to Dourados, where he worked as a civil lawyer, criminalist and university professor. In this period he also became the father of José Pedro Menezes Barbosa.[5]

Lawyer, postgraduate in Civil Procedure, Master in Constitutional Law from UnB (University of Brasília), Barbosinha was invited in 2007 to take over Sanesul (Sanitation Company of Mato Grosso do Sul), where he managed serious and modern management for seven years and three months, making the largest investment in sanitation in the state, projecting the company nationally and ensuring more health and quality of life for the population. In 2012, he was elected president of Aesbe (Brazilian Association of State Sanitation Companies), being the first from Mato Grosso do Sul to preside over the institution.[6]

In 2014, José Carlos Barbosa was elected with 21,554 votes to occupy the position of state deputy in the Legislative Assembly of MS. In 2016, at the invitation of Governor Reinaldo Azambuja, he graduated from the position of deputy to occupy one of the most important portfolios of the Government of Mato Grosso do Sul, the Secretary of State for Justice and Public Security (Sejusp), where he served for one year and eight months.
