Latinius Pandus was a propraetor of Moesia. In 19 AD he was sent to Thrace to with soldiers to secure the release of Cotys who was being detained by Rhescuporis. According to Tacitus, "Rhescuporis, hesitating between fear and rage, preferred to be charged with an accomplished rather than with an attempted crime and had Cotys murdered."[1]
