Oregon Ballot Measure 86 was a ballot measure in the U.S. state of Oregon to determine whether or not to enact a "constitutional amendment allowing the state to create a fund, using bonds or other debt, to aid students in post-secondary education".[1] Measure 86 failed.[2]
