Quilliam graduated with an LLB from Victoria University of Wellington in 1943.[1] He practiced law in New Plymouth, then served as a High Court judge from 1969 to 1988 before becoming the first head of New Zealand's Police Complaints Authority (now the Independent Police Conduct Authority).[1] He became a Knight Bachelor in the 1988 New Year Honours.[2]

Quilliam later became a judge of the High Court of the Cook Islands and Cook Islands Court of Appeal[1] and served as Chief Justice.
