The organisation Silba - Initiative for Dialogue and Democracy or in short form Silba is a Danish cross political organization founded in 1994 by a group of Danish politicians with Bertel Haarder as prime initiator. Silba started originally as a liberal movement in support of the new democracies in Estonia, Latvia and Lithuania, with which Denmark had previous relations before World War II and the subsequent Cold War. Silba later evolved into encompassing also the entire Baltic area and later all the eastern European countries, and moved from being a liberal movement to the current cross political NGO it is now. The main objective of Silba is to promote democracy in Eastern Europe, with emphasis on the Baltic region.
