This template is used on the talk pages of pages covered under a contentious topic to notify editors to take care editing the page.
The template requires you to declare what contentious topic the page is covered under, by specifying a #decision code. If the page is covered by more than one contentious topic, you can use multiple calls to this template.
You should place the template at the top of the talk page, below the header (if used) but above all other templates.
Anyone may place a contentious topics talk page notice.[1]
The page it is placed on must be within the topic area of the contentious topic. Keep in mind that many topic areas are "broadly construed". Clarification of whether a page is in a topic area can be requested at Wikipedia:Arbitration/Requests/Clarification and Amendment.

If an article has sanctions but doesn't fit into one of the above topic areas, this template is unsuitable. Use {{Gs/talk notice}} instead.

The template places the page into Category:Wikipedia pages about contentious topics unless nocat=yes
is included.
