The concept of outdated wiki pages is useful in principle.
This template focuses on one specialist use case.
Sadly, I suspect this attempt is flawed since I suspect it only really works for popular topics where a diary entry for regular contributors would be more appropriate. Eg reminding them that a particular page may well need updating at a particular date.
There is a real need for something similar and more general for poorly maintained pages that should probably be deleted at some point, providing suitable processes have been observed. Outdated status, a user warning and contributor notifications can provide a valuable way for a gradual transition to deletion.
i believe wikipedia needs to better focus it’s work. A tool along these lines could be a helpful tool in that process.

I haven’t had the patience to wade through a lot of detailed technical wikipedia material to become a much more active volunteer, so I have focussed on using talk to date That saddens me. I see it as one of the problems a large, pioneering, volunteer led, open platform faces.
