He was a younger son of merchant Thomas Dalton of Kingston-upon-Hull, who had been Mayor of Hull in 1547.

He was elected Sheriff of Hull for 1550-1 and Mayor for 1554-5, 1560-1, 1569-70. He was a Member (MP) of the Parliament of England for Kingston upon Hull 1555 and 1572. He invested heavily in land, buying manors both in his own right and jointly with others.

He married twice; firstly Anne Walker, a widow and secondly Anne, the daughter of Robert Tyrwhitt of Kettleby, Lincolnshire, with whom he had 6 sons and 3 daughters. On his death he was buried at Holy Trinity church, Hull.
