I have recently watched the noted British television series, Yes Minister. Sir Humphrey Appleby is perhaps the icon of the British Civil Service, as he repeatedly applies stalling techniques to stop his minister's advancement in the government. He acts in accordance with his department's own interest, which is to keep it as large as possible and to maintain a sizable budget. I suppose we can learn from this series.
