Jennifer, This is a great topic. It sounds a little bit like "high road" vs. "low road" approaches to economic development. See http://www.policymattersohio.org/moving-on-up-what-high-road-development-means-and-means-to-us In the case of high road approaches, owners and managers invest in the human capital of their employees. They pay more but then also are compelled to get more productivity out of their employees. In a sense, owners are incentivized to invest in their employees and compete based on the value-added and quality of their product. In the case of low-road, the company competes based on price. The company will try to pay as little as possible because it's not competing based on quality or value-added but on sheer volume. Anyway, you might just write about one of those approaches "Retain-and-Reinvest" or "Downsize-and-Distribute." You'll want to cite economic development literature to identify 1) which approach is used most often; 2) examples of the approaches; and 3) controversies. A couple of stylistic points: 1) check your spelling, capitalization and style. 2) Try to remove extra words. You write, for example, "Businesses use to use a method known as the “Retain-and-Reinvest” approach" Should be "Businesses used a method known as the "Retain-and-Reinvest" approach." This is a good summary of what your article will be about, but I am unclear as to what exactly the topic is. This is partly an organizational problem and partly because you do not start the summary by saying the exact topic you're writing about. You should give the title of your topic then define it. I apologize for not getting to you sooner on your peer review. If I might make a few suggestions I would run through your grammar and style usage, " use to use" shouldn't be used. Follow the instructors tips on that one. You should add links for the Dodd-Frank act and the programs/agencies that you have listed. Use the tools provided by wikipedia to make those links. There still is not an easily recognizable focus in this topic and you could do with more sources.
