There are several reasons why some users rush to get additional rights. Some want to be genuinely helpful but lack the required experience; some just want something to brag about in the schoolyard, while others see it as a stepping stone towards adminship but they don't realise that it will have exactly the opposite effect - we call it 'Hat collecting'.
