Andrew Jacobs, Jr. usually known as Andy Jacobs (born February 24, 1932) is a lawyer and a former Indiana state legislator and Congressman who served for thirty years. His father, Andrew Jacobs, was also a congressman for one term. He was married to one time House colleague Martha Keys of Kansas. In the late 1980s, Jacobs married Kimberly Hood Jacobs, an Emmy award-winning television reporter and personality.

He was born in Indianapolis, Marion County, Indiana, and graduated from Shortridge High School, Indianapolis, in 1949; and Indiana University in 1955, where he also received an LL.B. in 1958. He served in the United States Marine Corps 1950–1952 and is a veteran of the Korean War.

He served as a member of the Indiana House of Representatives, 1959–1960. Later he was elected to the United States House of Representatives as a Democrat in the overwhelming Democratic landslide of 1964. He was reelected three more times, but lost a bid for a fifth term in 1972 to future Indianapolis Mayor Billy Hudnut in a Republican landslide. However, he defeated Hudnut in a 1974 rematch and served 10 more terms until his retirement in 1997.

Jacobs, described as "my Obi-Wan Kenobi" by current Congressman Andre Carson (D-IN), is a working author. His most recent book is Slander and Sweet Judgment. He currently resides in Indianapolis with his wife and two children.
