Use in article (WP:NFCC#7) Ahmed Mohamed clock incident
Purpose of use in article (WP:NFCC#8) This picture of Ahmed Mohamed's clock was the only image of the clock released at the time of the Ahmed Mohamed clock incident and as such played a significant role in shaping public opinion of the incident. The use of the image in the Irving Police press release was presumably intended to help explain their actions. Reactions to this specific image (e.g. Obama's "cool clock") were numerous and are discussed in the article as are several attempts to analyze and critique Mohamed's work on the basis of this image. As such, this image contributes significantly to understanding the historical context of the reactions to the clock incident.
Not replaceable with
free media because
(WP:NFCC#1)
This image is of unique historical significance because it was the only image of the clock released at the time of the event and consequently this specific image was the one that shaped public opinion. While a future free image might be created, it would lack the historical significance of this version.
Minimal use (WP:NFCC#3) Single historically significant image to be used in a single article focused on discussing that object.
Respect for
commercial opportunities
(WP:NFCC#2)
Already widely distributed via the Irving PD press release and copied in many contemporary newspaper accounts and websites. Further dissemination is unlikely to be of any additional economic concern.

Reduced resolution is not required for fair use. The details in the photograph were important in shaping public opinion and the heavily edited version currently in use obscures all of the clock's details.
