This is the seal of the Borough of Media PA, as found on the borough's website http://mediaborough.com/departments/ A borough is a public governmental unit, something like a town. These seals are used in Wikipedia for many towns. It is only fair use since the seal is used to identify the town, and we taxpayers have paid for it!
