Was India's first steel plant built in Bhadravathi?

As mentioned in this stub, this information (India's first steel plant built in Bhadravathi) seems erroneous and hence should be removed. The supporting texts are given below:

The TISCO plant at Sakchi (renamed Jamshedpur) in Bihar, started pig iron. production in December 1908 and rolled out its first steel the following year.
