Any reason why some of these articles have the flag bearer in the infobox, but not here?
Any reason why the version of the flag of Bolivia without the coat of arms is being used?

To the first one, I'll add it; to the second, I don't even know how these infoboxes are pulling flags, much less why it chooses one versus the other.
