Is "Over-Governor" really a good and accepted translation of Överståthållare? Otherwise, I'm not to sure the name is ideal. I can imagine something containing Governor in parallell with the County Governors, but perhaps "Superior Governor" or "Governor Superior" is more in style with how Över- would be translated for titles?
