2012 AFD, merge, redirect, then recreation, 2018 mess, 2021 redirect[edit]

After the article was sent to AFD and merged in 2012

it was recreated in this mess (by an IP and a non-admin).

I have now re-merged to PANDAS as contemporary sources cover both PANS and PANDAS together, eg
