Copy vio?

This article contains a significant amount of information that has been "copied and pasted" from a 2004 Report titled - "Sea Scouting in Scouting Ireland". The authorship rights to which are presumably held by Scouting Ireland. Unless the editor who added this content can definitively (and verifiably) confirm that they own rights to this content (or have had rights to the content released to them), then it will have to be removed. Cleanup

This article certainly does need cleaning up. First, has the copyvio situation discussed above last December been resolved? Second, I would remove the list of Groups. These have been removed from many other articles as they are not notable and not maintainable as original research is used to correct the list. Third, I would remove the committee membership. Lists of living people are always a potential problem and generally only people notable enough to have their own article should be mentioned in articles. These would be a start.
