Greetings, Ace Tetsu! As a new user, you won't be able to upload an image just yet. However, if it's an image you created, you should be able to upload it to Wikimedia Commons.
As far as creating an article, see WP:Your first article for some guidance on the topic, including making sure your subject is notable and that you cite reliable sources in the article. What is the topic you want to create an article on? —C.Fred (talk) 16:11, 31 January 2015 (UTC)[reply]

How will the video add to the understanding of the subject? Animated GIFs can be useful for when things change over time, but as a rule, full-motion video shouldn't be uploaded. —C.Fred (talk) 16:22, 31 January 2015 (UTC)[reply]
