I liked your improvements to the text on 10/13/2005. You solved my dilema trying to decide what to call it when the FCC says you can use multiple modes in the upper part of the band, but some of those cannot be used in the lower part of the band. The corect words just weren't coming out of this tired brain when the revisions were proposed.

Ideally, there would be a "Band plan" section, or even better a "Amateur Radio Band Plans" article, detailing the overall concept of band plans, the regulatory status of band plans in different countries, and band plans for some of the more common countries.
