If you want to add the Tom Ross (politician) article to Category:English LGBT politicians then you'll need to find a reliable source and include it as a citation in the body of the article.
We cannot include unsourced information about living people, especially sensitive information like sexual orientation, even if it is true. This is what our Biographies of Living People policy says about categories like this:
Category names do not carry disclaimers or modifiers, so the case for each content category must be made clear by the article text and its reliable sources. Categories regarding religious beliefs (or lack of such) or sexual orientation should not be used unless the subject has publicly self-identified with the belief (or lack of such) or orientation in question, and the subject's beliefs or sexual orientation are relevant to their public life or notability, according to reliable published sources.
If you want/need help figuring out the right way to do this, then post on the Talk:Tom Ross (politician) page and I, or another editor, will assist in getting the article modified. M2Ys4U (talk) 11:12, 23 April 2023 (UTC)
