When the body of a dead Marine is found in Arlington, VA, NCIS Special Agents Leroy Jethro Gibbs (Mark Harmon) and Timothy McGee (Sean Murray) travel to Los Angeles to work with the Office of Special Projects (OSP). NCIS believe that the Marine's death was related to an arms dealer named Liam, whom they discover to be a "legend" or false identity. Special Agent Callen (Chris O'Donnell) adopts the identity of Liam in an effort to catch the killer

Meanwhile in Washington, Special Agent Anthony "Tony" DiNozzo (Michael Weatherly) works with forensic specialist Abby Sciuto (Pauley Perrette) to discover the identity of Officer Ziva David's (Cote de Pablo) boyfriend. After reviewing footage from Ziva's undercover operation in Morocco, Tony and Abby discover that Ziva's mystery boyfriend is Mossad agent Michael Rivkin.

The episodes concludes with Callen being shot multiple times in the chest.

In the series premiere, NCIS investigates the death of a Navy officer killed during an LAPD shootout with drug runners. Initially they think the officer was a hostage but when Special Agents G.Callen (Chris O'Donnell) and Sam Hanna (LL Cool J) find he has been picked up and dropped off daily by the drivers of the car and has been using his military clearance to send top secret satellite photos of a mounting anti-drug military mission to a drug cartel leader, they question his loyalty. Further investigation reveals that he was being forced to cooperate because his niece is being held hostage. When they learn the identity of the cartel leader, Callen and Sam go under cover posing as satellite experts, offering to replace the flow of secret information to him; their goal is to get close enough to find the dead Navy officer's niece.

Sam confronts his old friend, but gets little satisfaction. He's personally offended that his former brethren could violate their code so profoundly, particularly when one of their team turns up dead, having been killed in the initial robbery. In a surprise twist, the investigation leads NCIS to discover the undercover cop wasn't there to take down the drug dealers, but another police officer who is leading a double life selling drugs. Using their skills as interrogators as well as their undercover acumen, Sam, G. Callen and the team are able to arrest the SEALs involved, as well as take down the corrupt police officer.
