Thanks for the feedback - Hopefully more people will view it and take what it says on-board. I'm not sure it could ever be policy due to there being individuals whom would not like a restriction on the rationale that can be used, but it could certainly be a guideline (a bit like WP:IAR and WP:BOLD are).
