I don't think the business about each Alaskan language being of "inestimable value" takes a neutral point of view. I am not an experienced Wikipedian, so I'm not sure what is the best procedure here. The article seems potentially useful enough, and I would think that rewriting would be preferable to deletion (if those are the only options.) I am not an experienced Wikipedian, so I'm not sure what is the best procedure here.
