Background

Dr. Pastor is the President of SecureLaw Ltd., a public safety and security consulting firm. He is also Associate Professor of Public Safety at Calumet College of St. Joseph.

Dr. Pastor is a frequent contributor to the media, and has presented in numerous national and regional conferences on public safety and security issues. He also provides training, expert witness, and consulting services in premises liability, public safety management assessments, security policy development and audits, crisis and risk management, public-private policing, and terrorism. Highlights of Dr. Pastor’s experience and credentials include:

  • Ph.D. in Public Policy Analysis, December, 2001 from the University of Illinois at Chicago, dissertation entitled: Assessing the Functional & Constitutional Implications of Private Security Patrols on Public Streets.
  • J.D. from John Marshall Law School, licensed attorney in Illinois since May, 1990.
  • M.A. in Criminal Justice, thesis entitled: A Critical Analysis of Terrorism from the University of Illinois at Chicago.
